Public Authorities linking Energy Communities into Local Plans and Strategies
PUBLINK strengthens the role of energy communities by bringing together political governance and civic engagement. The project anchors energy communities in energy policy in the long term – with tried and tested approaches from three countries.

The project aims to make energy communities a key component of local and regional energy policy and ensure that they are treated as a strategic priority in the energy transition. Currently, many energy community projects are isolated, one-time initiatives without the necessary public support, which limits their scalability.
PUBLINK addresses this by integrating energy communities into policy-making processes and creating a sustainable model for their development. The project promotes cross-sector collaboration and engages citizens and stakeholders to promote social justice and environmental responsibility.
The project will apply innovative governance mechanisms and a task-oriented approach to ensure that energy communities not only act as pure energy producers, but also provide solutions to broader socio-economic challenges. The project will develop pilot energy communities in Germany, Spain and Poland, focusing on heating/cooling systems and building renovations. To improve the long-term effectiveness of the project, financial experts will support the identification of viable business models to ensure the continuity of the energy communities.
Objectives
The aim of PUBLINK is to promote the establishment of energy communities throughout Europe. To this end, the multilingual PUBLINK toolkit is being developed, which local authorities can use as a support manual.
Tasks of aconium GmbH
aconium GmbH is responsible for developing a data management plan and is leading the analysis of the political and legal framework for energy communities in Europe. In addition, aconium GmbH is involved in the evaluation of existing energy communities and the conception of capacity building workshops. Last but not least, aconium supports the German pilot partner from Bremen (ErdwärmeDich-Anergienetze eG) and is responsible for the publication of the project newsletter.
