On 26.04.2021 (last amended on 27.12.2022), the Federal Ministry of Digital and Transport (BMDV) issued the directive “Funding to support gigabit expansion in the Federal Republic of Germany” (Gigabit Directive).
A new funding guideline is to come into force at the beginning of April 2023 if possible, thereby continuing the support for gigabit expansion. The declared aim of the amendment to the Gigabit Directive is to ensure efficient coexistence between self-supported and subsidized expansion.
The BMDV would like to enable applications for consultancy services to be submitted in advance on the basis of the current guideline. From March 1, 2023, it will be possible to apply for funding for consulting services based on the aforementioned current Gigabit Directive in a second call for applications for the gigabit funding program.
All local authorities that have not yet had an application for consultancy services approved under the “Gigabit Directive” are eligible to apply.

The following useful and effective measures, for example, can currently be implemented in the course of commissioning external consulting services before the future directive is published:
- Viewing, processing and initial preparation of the data basis
- Implementation of industry dialogs
- Preparation of a market exploration procedure
A key component of the consulting services is the industry dialog. This format is intended to strengthen cooperation between local authorities and the local telecommunications industry and to sound out the private sector expansion potential of a local authority in advance of funding.
