Yet the real question for the future has long been a different one: how resilient are the digital networks and systems on which the state, the economy and society rely every day?
The first cross-state forum on network resilience, which took place on Monday, 20 April 2026, at the darmstadtium in Darmstadt, sent out an important signal. The fact that Hesse and Rhineland-Palatinate have jointly launched this initiative shows that network resilience is increasingly seen as a task that does not end at state borders. Rather, it requires coordinated strategies, common standards and dialogue between government, business, academia and infrastructure stakeholders.
For network resilience is no longer a niche topic today. It affects the ability of administrations to act, the stability of critical infrastructure, the security of economic processes and, ultimately, the public’s confidence in the state’s ability to provide guidance and reliability in times of crisis.
The triggers for this are well known: extreme weather events, pandemics, sabotage, cyberattacks, energy shortages and geopolitical tensions highlight just how vulnerable highly interconnected systems are. It is precisely at this point that it is decided whether digital control actually fosters resilience or merely creates new complexity.
Local government level: this is where resilience becomes a reality

In the event of a crisis, it is here that it is decided whether information reaches its destination, services are maintained, and government action is perceived as reliable. Local authorities are not merely administrative centres, but operational hubs for public services. When digital infrastructures are compromised, it becomes immediately apparent here whether situational awareness is available, communication channels are redundant, crisis teams are operational, and responsibilities are organised in a resilient manner.
That is why local resilience is not a peripheral issue in the network debate, but its practical test. Ultimately, the overarching strategic approach must prove itself by working on the ground. It is precisely here that it also becomes clear that resilience is not synonymous with technology. It encompasses leadership, coordination, a clear division of roles, communication skills and the ability to make decisions under uncertainty.
Network resilience is a political and operational task for the future
The fact that this issue is now being discussed more extensively at specialist events, within government departments, amongst infrastructure operators and in local government contexts is a significant sign. It demonstrates that the question of the resilience of digital infrastructure is no longer treated as a peripheral issue, but is recognised as a cross-cutting priority. This is precisely where its political significance lies. Network resilience concerns not only operational safety, but also the community’s ability to remain capable of acting even under pressure.
This is also the crux of the current debate: the more digital the state and society become, the less resilience can be understood as a specialised discipline of individual departments. It must become the guiding principle of planning, operation and control. This applies to networks and platforms just as much as to communication architectures, administrative structures and crisis procedures.
The discussion on network resilience is therefore coming at the right time. Not because crises are a new phenomenon, but because their effects are felt more profoundly, more rapidly and on a much wider scale in highly interconnected systems. Anyone wishing to respond to this needs more than technical protective measures. What is required is an integrated understanding of resilience that brings together infrastructure, organisation, data, communication and governance.
Ultimately, it comes down to a simple yet far-reaching insight: digital infrastructure is now part of the public’s fundamental stability. Its resilience plays a decisive role in determining how robustly the state, the economy and society weather crises. This is precisely why network resilience is no longer a niche issue. It is one of the key future challenges for public capacity to act.
