Since October 2, 2017, VULA products that have not been approved by the EU Commission but are to be used as part of the subsidized expansion can be submitted to the BMVI for testing of functional identity with already approved VULA products. So far, functional identity has been established for three products from DNS:NET, NetCologne and Deutsche Telekom; three further products are currently under review.

Further products can still be submitted to the BMVI for assessment of functional identity until 25.10.2019. After this deadline, companies must have them reviewed by experts themselves. The use of existing VULA products by a third company with identical adoption of the respective contractual conditions of a product is possible: the company confirms to aconium GmbH, the project management agency of the Federal Broadband Funding Program, in the form of a self-declaration that identity with an existing VULA product exists.
After approval by the BMVI, the companies must publish the essential contractual provisions for their VULA product on their websites.
