Municipal broadband expansion poses major challenges for the public sector, not only financially but also organizationally, but is an essential cornerstone for the advancing digitalization of our society. In order to be able to approach municipal broadband expansion in a planned, structured manner and with the relevant legal, economic and technical knowledge, aconium GmbH has published the basic work “Municipal broadband expansion in Germany: basics and recommendations” in the form of a loose-leaf collection. Regularly published supplements keep the loose-leaf collection up to date and provide information on rapidly changing technological developments as well as the current political and legal framework conditions.
The 7th supplementary edition has now been published, significantly expanding the basic work to include new topics and areas of application relevant to the field of digitization.
What’s new?
With this update, the loose-leaf collection has been expanded to include the new Module 9 “The digital transformation in urban and rural areas”. The first edition of the module deals with the question of how modernized broadband infrastructure in municipalities can be used sensibly to further improve local living conditions. The following supplementary deliveries will supplement the module with content such as trends, technologies and implementation examples of digital transformation as well as recommendations for action for local application.
Furthermore, this supplement already contains a preview of the new Module 10 “School IT infrastructures”, for which the first content will follow in the next update.
Of the existing modules, Module 2 “Legal and regulatory framework” in particular has been intensively revised and updated. Among other things, it now contains the latest status on state aid (Chapter I) and adjustments with regard to the amendment of the Telecommunications Act (Chapter III). The checklist “Approval procedure for broadband expansion” (Module 8) has been adapted accordingly and reflects the latest status. In Module 4 “Financing and funding”, the information on the funding programs of the European Union and the state funding programs in particular has been revised and updated.
