
Saxony Adopts Strategy for
Digital Transformation
On November 28, 2023, the Saxon state government adopted the strategy for the digital transformation of the Saxon state administration. This overall concept sets out the framework for the administration’s future actions up to 2030. The strategy comprises five key areas of action:
Strategic management means that all work processes are based on overarching strategies such as the “Digital Strategy 2030” and the Saxon AI strategy. This ensures that all ministries work to the same standards and that the available resources are used in the best possible way.
Digital services must be simple, easy to understand and free of obstacles in order to offer users real added value. The aim of digital service provision is to continuously improve electronic procedures and access portals such as the Amt24 citizen portal in line with demand.
In the area of digital task fulfilment and collaboration, the aim is to ensure that administrative services can be transferred to fully digitalized processes in the future without media disruptions. Technical and methodological innovations such as AI and agile working methods will be used to support the digital work of employees. The state administration should also strengthen its crisis resilience in the event of IT emergencies due to cyberattacks.
All employees must have the necessary skills for the digitalized work fields. This includes an adapted system of basic, advanced and further training courses, according to the field of action digital competences.
The focus of the digital infrastructure and digital sovereignty field of action is the further development of the technical basis for the digital transformation. To this end, IT services must be standardized and centralized across departments, e.g. by bundling them with the central IT service provider of the Saxon state administration. The digital sovereignty of the state administration will be consolidated by designing its own IT and making itself independent of individual IT providers.
Steps are now being developed from the strategy paper to achieve these goals. Existing concepts and implementation plans will be incorporated. The measures will be coordinated and implemented centrally by the Saxon state ministries. The Saxon cabinet will be regularly informed about progress.
Background:
The representatives of all Saxon ministries worked together on the strategy. It continues the previous “IT and eGovernment Strategy of the Free State of Saxony”. Important goals of this strategy from 2014 were achieved through the introduction of electronic file management and mobile working.
