Federal Network Agency publishes orientation points for the allocation of mobile radio frequencies

At the end of January, the Federal Network Agency (BNetzA) published guidelines for public consultation on the future allocation of mobile radio frequencies in the 800 MHz, 1,800 MHz and 2.6 GHz ranges, which expire at the end of 2025. The orientation points are intended to serve as a basis for the subsequent provision of frequencies and at the same time outline aspects and considerations requiring clarification regarding the terms of the frequency usage rights, the competitive independence of the fourth network operator, competition-related conditions and coverage requirements as well as the promotion of cooperation. In addition, the points of reference are linked to an initial demand survey, which is intended to serve as a basis for determining initial indications of a possible frequency shortage and to define aspects for the framework of a subsequent award procedure. The BNetzA is therefore inviting interested parties to comment on the points of reference by March 21 of this year. The regulatory authority is also asking companies to submit their forecast frequency requirements by March 21, 2022.
