Creation of a digitalization strategy for the district of Meißen
Project content
The opportunities of digitalization can only be fully exploited if local authorities also see digitalization as a creative task and act proactively. In future, the districts will increasingly take on an overarching coordination role in order to shape the digital transformation. This also applies specifically with regard to the measures required to implement the Online Access Act (OZG), but also beyond this.
The district of Meißen, with 28 towns and municipalities and around 240,000 inhabitants, is one of the most attractive regions in the Free State of Saxony thanks to its scenic and cultural diversity, its position as an efficient business location and its modern educational institutions. The district, cities, municipalities and stakeholders from research, education and business are already active in a variety of ways in the cross-sectional area of digitalization.
These efforts are now to be given an overarching framework. As one of fifteen rural districts, Meißen has developed a framework as part of the model project “Smart.country.regions (Smarte.Land.Regionen)” model project of the Federal Ministry of Food and Agriculture (BMEL), Meißen has been awarded the opportunity to carry out a special project in a digitalization strategy. The creation of this strategy is intended to be the starting point for the intelligent, sustainable and digital development of the region. The focus here is particularly on the areas of public services, economic development and administration.
Goals
The development of a digitalization strategy serves to identify digital needs, potential and fields of action in conjunction with feasible and effective measures in the region. A wide range of individual projects and impulse projects are to be coordinated and brought together in a structured roadmap for the digital transformation of the entire district. The digitalization strategy should build on existing municipal or spatially overarching concepts and is intended as a holistic basis for an integrated planning and implementation process that is geared towards the individual starting position of the district. The involvement of a wide range of regional stakeholders from business and society is also essential for this.
Tasks of aconium GmbH
Together with the Daten-Kompetenzzentrum Städte und Regionen DKSR GmbH and in close coordination with Wirtschaftsförderung Region Meißen GmbH (WRM) and the district of Meißen, aconium is organizing the entire development process of the digitalization strategy, from the conception and participation process to the editorial finalization of the strategy. The work packages of aconium GmbH include project management and project control, a preliminary and target analysis, the participation phase and finally the process phase of strategy formulation and collection of measures.
