
Digitization measures adopted to speed up planning and approval processes
The key points presented by the Federal Ministry for Digital and Transport (BMDV) and adopted by the Federal Cabinet “Advancing digitalization – accelerating planning and approval” bundle central digitalization measures of the Federal Government in order to be able to implement planning and approval procedures much faster in the future.
As a result of an interdepartmental working group, priority measures of the federal government for the digitalization of planning and approval procedures were identified and included in the key issues paper. In addition to general digitization measures as part of the implementation of the Online Access Act (OZG) and the intensification of existing initiatives for the practical implementation of Building Information Modeling (BIM), e.g. for the planning of construction projects in the federal government’s areas of responsibility and the development of processes and competencies in this regard in public administration, these also include far-reaching aspects of the accelerated expansion of telecommunications infrastructures.
One building block for the accelerated expansion of digital telecommunications infrastructures is the gigabit land register. This will be developed jointly by the BMDV and the Federal Network Agency (BNetzA) by the end of 2023 and is intended to provide a detailed overview of suitable expansion areas for the expansion of broadband networks, as well as for the development of suitable locations and infrastructures for mobile network expansion in the area. All relevant information on the expansion will be bundled in the gigabit land register, for example on available infrastructure and properties, on expansion projects and time periods as well as on the current coverage status.
