On behalf of “Hessen Trade & Invest” (HTAI), aconium GmbH has written a study that addresses the challenges facing municipalities in the expansion of the 5th generation of mobile communications (5G). It was published by the Hessian Ministry of Economics, Energy, Transport and Regional Development.
The study “5G – Current developments, challenges and potential for access to municipal infrastructure” deals with technical issues arising from the introduction of new frequency ranges. These include the search for suitable locations for transmitters. It also examines the legal framework conditions for 5G expansion, e.g. aspects relating to the application of the NGA framework regulation (PDF) and considerations in connection with the DigiNetzG (PDF). The study also looks at the role of local authorities and the opportunities that 5G opens up for public areas.
The study offers recommendations for action for local authorities that show what options a local authority has to accelerate the expansion through its own actions. These include exploiting synergy potential and providing public infrastructure for a rapid market launch of 5G.
“The expansion of 5G networks brings with it a number of challenges, but also offers clear opportunities for municipalities, which will increasingly develop into smart cities or smart regions in the future and will have to provide a wide range of digital services for the population and the economy, e.g. in the areas of transport planning, medical care and e-government.” (to be read in the introduction to the study on page 6)
