The northern Italian region of Emilia-Romagna is investing in the creation of an ultra-broadband network (UBB) for public administrations and private companies, the Lepida network (a private network of public administrations). The model is already deployed in 12 industrial areas and 90 companies and is based on: Reuse of existing passive infrastructure and a public-private partnership (co-investing companies) to build new networks. The Tyrolean provincial government has created suitable conditions for Tyrolean municipalities to build their own passive broadband infrastructure. More than 140 municipalities took part. TIWAG (the energy supply company for the Tyrol region) is supplying around 1,500 km of empty conduit infrastructure and the Austrian federal government is providing additional funds in a funding program for empty conduit funding. This is a successful example of joint efforts by local authorities, municipalities and energy companies to reduce the costs of broadband use and provide an open network. Further information at

Vodafone Spain Orange and Vodafone are coordinating their investments to avoid overlaps in FTTH network deployment. This increased efficiency and speed in deployment, led to a rapid expansion of the FTTH footprint in Spain and broadband services provided. As a result, the number of users increased rapidly. This is an example of a change in mindset: Overcoming the difficulties of bringing large companies together, reaching an agreement and making a joint business successful.
