A comprehensive digital transformation and at the same time participation for all – these are the central goals of the state of Hamburg’s new digital strategy. It aims to ensure that all citizens and companies benefit from the advantages of digitalization in education, mobility and administration.

The updated digital strategy for Hamburg was adopted by the Senate in January 2025. Together with all Hamburg authorities, the previous strategy from 2020 was further developed and adapted to new challenges. It is not just about optimizing administrative services, but about holistic digitalization that encompasses all areas of society and makes people’s everyday lives noticeably easier. Hamburg sees digitalization as a task for society as a whole and focuses on the digital sovereignty and participation of citizens and the positive effects of transformation that benefit everyone equally.

In the course of the revision of the digital strategy, so-called “digital spaces” were created. They describe how digital technologies are used in various areas of life to improve everyday life. These include the digital spaces “Urban life”, “Mobility and energy”, “Economy and working environments”, “Security and justice”, “Knowledge and education”, “Culture, sport and leisure” and “Health and social affairs”.

The use of artificial intelligence (AI) plays a special role here. As a key future technology, it offers concrete application potential and is therefore described in detail in a separate section of the digital strategy.

In addition, six strategic fields of action were defined, from which concrete measures and digital priorities were derived. These include: Digital administration, open and closed data spaces, infrastructures and basic technologies, organizational culture and collaboration as well as innovations and social issues.
