The procedure for consulting projects in the federal broadband funding program has been adapted. The changes will make the funding procedure easier and faster for applicants. The following changes come into force with immediate effect:

Conversion to fully digital file management – simplified verification of where-used lists

As part of the changeover, accompanying documents for the proof of use can now be submitted digitally via www.breitbandausschreibungen.de, meaning that the submission of printed documents will be largely eliminated in future.

In future, grant recipients will only send the original signed and sealed factual report and the payment request document generated via the platform to the project sponsor by post. The QR codes provided for this purpose can be used for this purpose (see point 3). For all other documents such as

  • Invoices
  • Proof of payment (e.g. bank statements)
  • Declarations of independence
  • Specialist certificates
  • Consulting and planning results
  • Map material (GeoJSON and ESRI shape files uploaded in a zipped folder, max. 80 MByte)

use the upload function under the “Payment request” tile in the respective funding project. Information sheets have been created for the submission of the proof of use and the requirements for the consulting and planning results, which can be found at www.breitbandausschreibungen.de under the tile “Documents of the funding providers” and in the download area of the website for federal broadband funding. The current versions of the declaration of independence and the proof of expertise as well as the samples for the technical reports(submission before 04.08.2016; submission after 03.08.2016) are also available there.

General Data Protection Regulation – Declaration of independence and proof of expertise

With the renewal of the General Data Protection Regulation of 25.05.2018, the forms for the declaration of independence and the certificate of professional competence were adapted. A declaration on data protection has been included in both documents. The new versions of the declaration of independence 2.2 and proof of expertise 3.2 are to be used for all proofs of use.

QR codes for original postal documents – fast and secure assignment

In future, the assignment via QR codes will be used for the postal submission of all documents that reach the project management organization in the original. Each applicant will receive 35 stickers with the individual QR code of their project by post. If a postal submission is necessary, the QR code must be placed on the cover letter if it is not already there. In addition, applicants have the option of calling up the QR code assigned to them at www.breitbandausschreibungen.de, printing it out and affixing it to various documents before sending them by post. Documents received by the project management organization are checked for these QR codes so that the information is then automatically stored in the e-file.
